Agenda for Council Meeting Tuesday April 5, 2011

My comments in blue.

Water Department Annual Report—Nick Williams, P.E., Director of Public Works

Not really anything too surprising here.  Average usage per person per day is down slightly, most of the stats didn’t have any large changes between 2009 and 2010.

PLANNING AND ZONING COMMISSION—Consider Approving the Final Plat of Traweek Addition—Phase 2, being 5.58 acres of the Jarrett Menefee Survey, A-520, Erath County, Texas

Located at Prairie Wind and Spring Meadow.  Basically, breaks down the tract into five residential lots.

Second Reading of Ordinance Granting to United Electric Cooperative Services, Inc. an
Electric Power Franchise

Second reading, same as the first.

Consider Approval of Employee Health Insurance and Benefit Programs

Not a lot of options here; health insurance prices are up, and so the city’s cost will be up.

Consider Evaluation Process for City Attorney, City Administrator, and City Secretary

Consider Adopting Ordinance No. 2011-05 Amending the City of Stephenville Zoning Ordinance by adding Section 6.7 DT “Downtown District” zoning classification
Consider Approving Ordinance No. 2011-06 Designating Blocks 0-24, City Addition, as  the “Downtown District” of the City of Stephenville
Consider Approving Ordinance No. 2011-07 Amending Section 6.2 Retail and Commercial Business District and Section 6.6 Industrial District

For details, see the Downtown District proposed zoning at the city’s web site.  I still find it amusing that one of the permitted uses is “bicycle sales and rental” in a part of town where it’s illegal to ride a bicycle.

Quantitative Financial Information
Water Conservation Plan and Drought Contingency Plan
Water Well Monitoring Report

No action necessary on the above items.

Approve Minutes of Regular Council Meeting on March 1, 2011
Approve Sale of City Property
1. Surplus Property
Some items to be donated to the Cross Timbers Emergency Response Team.  The rest of it is mainly the sort of random office equipment and tools you’d expect to find stuffed into a closet at most offices.

2. 2002 Dodge Pickup

Wouldn’t fit in the closet, I suspect.

Approve Bid Award
1. Street Department Pickup Truck

At $18,875, it’s $1125 under budget.

2. Caporal Lane

Total for the recommended bid $321,263.75 for paving and drainage work.

3. Sloan Street Concrete Work

Curbs and gutters from Clinton to Everett, recommended bid totals $22,510.

Approve Renewal of Effluent Contract

Hopefully, this doesn’t need much explanation.
Drought Contingency Assessment Announcement by Mayor Hunter

Short version; keep using less water.

EXECUTIVE SESSION. In compliance with the provisions of the Texas Open Meetings Law,  Subchapter D, Government Code, Vernon’s Texas Codes, Annotated, in accordance with  551.07071(1)(A) Consultation with Attorney; pending or contemplated litigation—Lamar  Advantage Holding Co. v. City of Stephenville

Action taken on Matters Discussed in Executive Session
