Council Meeting Followup for Tuesday April 5, 2011


My comments in blue, as usual.

I. Call to Order
As expected and on time with all members present.

II. Citizens’ General Discussion

No one speaking.  I know there are plenty of people with opinions.  What would it take to get more of them to show up and to speak?

III. Water Department Annual Report—Nick Williams, P.E., Director of Public Works

Nothing surprising here.  I am somewhat disappointed that the Powerpoint presentation hasn’t been posted to the city’s site.  The report was accepted by a unanimous vote.

IV. PLANNING AND ZONING COMMISSION—Consider Approving the Final Plat of Traweek Addition—Phase 2, being 5.58 acres of the Jarrett Menefee Survey, A-520, Erath County, Texas

Passed unanimously after a couple of brief questions from Nix regarding utilities and completion of the cul-de-sac.

V. Second Reading of Ordinance Granting to United Electric Cooperative Services, Inc. an Electric Power Franchise

Another document I feel strongly that the city should have posted.  Not that many people would find it useful other than as an insomnia remedy, but as public information that almost certainly already exists in an easily distributable electronic form, there is no reason not to make it as easily available as possible.

A. Consider Approval of Employee Health Insurance and Benefit Programs

Predictably, the committee’s recommendation was followed, and the health and dental insurance plans were adopted and funded by unanimous votes.

B. Consider Evaluation Process for City Attorney, City Administrator, and City Secretary

They’re still planning to mull over considering thinking about pondering this.  I must admit, I’ve never seen a group of people spend this much time in discussion to officially affirm their intent to discuss something at some point in the future.

A. Consider Adopting Ordinance No. 2011-05 Amending the City of Stephenville Zoning Ordinance by adding Section 6.7 DT “Downtown District” zoning classification
B. Consider Approving Ordinance No. 2011-06 Designating Blocks 0-24, City Addition, as the “Downtown District” of the City of Stephenville

Both passed unanimously with very little discussion.

C. Consider Approving Ordinance No. 2011-07 Amending Section 6.2 Retail and Commercial Business District and Section 6.6 Industrial District

Item removed from agenda.

A. Quantitative Financial Information
B. Water Conservation Plan and Drought Contingency Plan
C. Water Well Monitoring Report

No action required, no action taken.

Underlined items removed from consent agenda at Cude’s request.  Remainder of consent agenda passed unanimously.  After brief clarification of removed items, they were also passed unanimously.  Details can be found in my previous post.

Drought Contingency Assessment Announcement by Mayor Hunter

Stage I Mild Water Shortage Condition enacted.  Officially, the city will now think bad things about you if you water your lawn more than twice a week.

Nash moved to request that P&Z look into convenience store definitions and revisit drive thru zoning questions.  Second by Taylor.  Passed 7-2 with McDanel and Nix against.
